Our Work

The Tennessee Co-Occuring Disorders Collaborative (TNCODC) helps strengthen care for people living with both mental health and substance use conditions. TNCODC works with providers across Tennessee to improve how organizations identify and respond to complex co-occurring needs. The collaborative supports practical change inside real programs--from screening and assessment to treatment planning and system coordination.

Working together across Tennessee:

  • Improving co-occurring care requires collaboration across the entire behavioral health system.
  • TNCODC works alongside provider organizations, advocacy groups, and state partners to strengthen care across Tennessee.

Our Approach

People rarely arrive for behavioral healthcare with one, single challenge. Mental health concerns, substance misuse, trauma, physical health, and life stressors often show up together. Effective care must recognize that complexity. TNCODC promotes integrated, person-centered care guided by the Comprehensive Continuous Integrated System of Care (CCISC) model developed by an Addiction Psychiatrist, Dr. Ken Minkoff.

This framework helps organizations:

  • Expect co-occurring conditions
  • Strengthen integrated screening
  • Build shared treatment planning
  • Support recovery across systems

Leadership and Structure

The TNCODC operates through the Tennessee Assocations of Mental Health Organizations (TAMHO) in partnership with the Tennessee Department of Mental Health and Substance Abuse Services (TDMHSAS-OSI) Office of Strategic intiatives. Technical Advisory Group (TAG) members represent organizations working across Tennessee for prevention, treatment, recovery, and policy.


About Cindy Sneed, TNCODC Director

With over 25 years of experience in the behavioral health field, Cindy brings a wealth of expertise and a strong commitment to improving mental health and substance use disorder services across Tennessee.

Her comprehensive background includes expertise in crisis management, trauma-informed care, clinical supervision, and leadership development. Cindy’s track record includes transformative leadership roles at both the regional and statewide levels, demonstrating her dedication to addressing the unique challenges of individuals living with co-occurring mental health and substance use disorders.

In her most recent position as Director of Training for the Opioid Abatement Grant at Volunteer Behavioral Health, Cindy led the development and implementation of training programs aimed at addressing substance use and co-occurring mental health issues. She previously served as Senior Vice President of Substance Use Treatment and Recovery Services, overseeing a diverse range of programs across 32 counties in Tennessee.

Beyond her leadership roles, Cindy is a certified Master Trainer in Therapeutic Options for crisis management and has provided training on evidence-based care, trauma interventions, and the treatment of co-occurring disorders.
